Three VA benefit programs that cover in-home care

VA PENSION PROGRAM
Aid & Attendance Pension Benefit
A monthly cash benefit for wartime veterans and surviving spouses.
One of the most underused VA benefits. If you need help with daily activities, this monthly cash benefit can significantly offset care costs.
Helps cover:
- In-home caregivers and personal care aides
- Assisted living and memory care
- Bathing, dressing, eating, mobility assistance
- Adult day care services
Up to $2,800+/month for a veteran with a spouse (2026 rates). Paid directly.
VA HEALTHCARE BENEFIT
VA Home Health & Homemaker Services
Skilled care and homemaker support, provided through VA-contracted agencies.
VA-enrolled veterans can receive care in their own home at little or no cost, delivered through VA-contracted providers like Solutions In-Home Care.
Helps cover:
- Skilled nursing visits
- Physical and occupational therapy
- Homemaker and home health aide services
- Respite care for family caregivers
No out-of-pocket cost for eligible veterans enrolled in VA healthcare. Requires referral from VA primary care.
COMMUNITY-BASED SERVICES
HCBS & Community Care Programs
When VA services aren’t available locally, community providers fill the gap.
When VA services aren’t accessible in Walla Walla, veterans can access community-based providers through the VA Community Care Network — including local in-home care agencies.
Helps cover:
- In-home personal care through local agencies
- Adult day health care programs
- Home modification support
- Caregiver support and training
Available when local VA care isn’t accessible — based on distance, wait time, or service availability.

- 90+ days active duty, at least 1 wartime day
- Honorable or general discharge
- Need help with 2+ daily activities
- Meet income / net worth limits
- Age 65+ or medically disabled
HCBS / COMMUNITY CARE
- VA-enrolled veteran
- Live 30+ miles from a VA facility

- Wait time exceeds VA standards, or VA does not offer the needed service locally
- Primary care provider refers out
VA HOME HEALTH
- Enrolled in VA healthcare
- Homebound or limited mobility
- Physician referral for skilled care need
- Caregiver support needs (PCAFC program)
- Post-hospitalization recovery
3. ACCESSING YOUR BENEFITS
Step-by-step navigation
Here’s the path from “I think I qualify” to receiving care at home. Most veterans complete steps 1–4 with help from our Care Team.
Confirm VA Healthcare Enrollment
Before accessing most services, you must be enrolled in VA healthcare. It takes 10–15 minutes to apply online at va.gov/health-care/apply or by calling 1-800-827-1000.
If already enrolled, skip this step.
Request a Needs Assessment
Contact your VA primary care provider and ask for a Home & Community Based Services (HCBS) assessment. This determines what in-home services you qualify for.
You can also ask for a referral to the VA Social Work department.
File for HCBS or Community Care
Get started by filing VA Form 21-2680 (exam for housebound status) and VA Form 21-527EZ (pension application).
You can submit these forms to the Regional VA Office, or work directly with your local Solutions Care Team, who’ll file on your behalf — see step 5.
Ask About Community Care If Needed
If your local VA doesn’t offer in-home services, ask your provider for a Community Care referral.
The VA must authorize and connect you with a local in-home care provider. You have the right to request this — and to choose your provider from the approved list.

Our Care Manager will help track your benefit claim at va.gov/claim-or-appeal-status and work with the VA on your behalf. Decisions typically take 3–6 months, so it’s best to start early.
